When a user who is not a support tech visits the base URL of Rakim they get
forwarded through the support tech login page (invisibly to them).  Along
the way they pick up a scary message saying they aren't authorized to use
the service.  The problem is this appears on the page they are supposed to
put their question into.  This patch simply removes the warning.
