Uhh, I guess I am confused because the search *is* case insensitive.  From
RFC 1176:
      In all search criteria which use strings, a message matches the
      criteria if the string is a *case-independent* substring of that
      field.

For me, searching for 'foo' and 'FOO' returns the same subset of messages.
