Seen using Debian etch - PHP 5.2.0-8+etch1, Apache 2.2.3, Horde 3.1.3,
Horde Groupware 1.0.1.
Actual error message is: 

Catchable fatal error: Object of class PEAR_Error could not be converted
to string in /var/www/cal/lib/Horde.php on line 776

which reads

        $ret = "<a href=\"$url\"";
