I think i'll do the Horde community a favor and translate/create some
installation instructions, FAQ, Forum and etc, in French.

Am I in right of mainting this and putting this up on my own web site ?
(not up and running till a couple of weeks ...)

That'd be fine; it'd be great if you could translate the new docs that Jon is 
working on, though, and have them live in CVS.
