[dev] Which branch of Kronolith to work with?

I'm looking to try adding a small feature or two to Kronolith but was wonder 
- should I do changes from CVS HEAD or FRAMEWORK_3?  The Horde docs 
(http://www.horde.org/source/index.php) say to use RELENG_3 but there's no 
such branch or tag.  Inquiring minds want to know :)
