Do you have a local Horde installation you can work with? What area  
would you like to work on first?

If you don't have anything local, one easy place to start is the  
public services - wiki.horde.org, bugs.horde.org, cvs.horde.org. We  
can also get you an account on the dev server that hosts all of those  
so you can use some of the other apps that are privately installed.

I think it'd be best long term if you had a local installation you  
could test/tweak on, so that you could easily play with CSS/templates.

If you were referring specifically to the Horde_Form stuff I was  
talking about, then just let me know, and I'll see about putting  
together a set of scripts with the incubator files and whatever else  
is required to demo all of that.
