[dev] H3 User/Group Administration for moderator type users

Hi list,

In a working H3 installation, I want to make some features like account and 
group administration available to a moderator user who should not have the 
full admin privileges, making horde the authoritative editor for some accounts 
and groups management on which some more services relie. 

As I see it, this is currently not supported.

What would be the better strategy to make this a) be easily portable to H4 and 
b) useful to the Horde project (e.g. worth committing) ?

1) Creating a user and group management module which accesses accounts and 
groups either by driver or through the horde base module's API?

2) Hack ACLs into the /services pages reserved for administrator?

I have not checked if H4 already provides a better solution as I currently do 
not have the time to follow both code paths and concentrate on H3/neartime 
things. I also have not checked if there is some tarballed legacy application 
on the FTP or a hatchery module which could serve this purpose.
