[horde] Insert a module only for specific users

I'm just trying to get my head around this idea as well, as I am trying to
build a little portal, and need to pass on admin rights to some users, and
moderator rights for a forum I am trying to integrate. So looking at the
ranking of the users.

0 - guest user (no rights, no local prefs storage, no email etc.)
1 - user (login permission - allowed to do POP email session, look at
locally stored archive data, but no actions that will store anything
local, apart from user preferences)
2 - user (has local account - imap, addressbook etc..)
3 - group administrator (as well as moderator)
4 - domain administrator (can add/remove/administer users for his domain only)
8 - system administrator

The biggest hassle I am looking at is that as I am trying to make various
programs work together (Horde framework with phpBB and MyHeadlines) that if
I create a separate database, or if I insert it into an extra field in one
of the user tables already created for Horde or phpBB

If anyone has played with this, I would love to hear.
