[horde] Missing Admins

When logging in as user1, I used to be able to see and work with the
Administration functions and the configuration functions.  Now, not able.
User1 is in the conf file as an admin.  Will try another cvs update -Pd
today but thinking I am missing something someplace else...any ideas?
