[horde] HORDE ADMIN NOT WORKING

I have successfully installed the latest horde-2.2.3.tar.gz from the Horde FTP 
site.
I am using imap for authentication and have added a user to the admins array 
but when I login as that user I don't get any admin options.

Can somebody help me?
