[horde] How to create a useracount

Look in horde/config/conf.php (or horde.php, depend on version) and make
sure you have a line similar to :

$conf['sql']['phptype'] = 'mysql';

Have you got your pear from http://ftp.horde.org/pub/pear/ ?  What do
you have configured as include_path in /etc/php.ini ?
