[horde] RELENG 3

in the http://ftp.horde.org/pub/snaps/latest/ directory are the "final"
tarballs.  I assume they are the ones with the RELENG as part of the name.

If this is true, why doesn't framework have a RELENG version?  Is this an
oversite, or are there changes coming and framework isn't 'final'?

Thanks for all the hard work.  It is great to see the newest version in final
form.
