[horde] can't login as administrator / configuration anymore

I killed my old conf.php and regenerated it from conf.php.dist, and
reconfigured things how I wanted.

As before, as soon as I generate the new file (and start using IMP for
my authentication), I can't do anything administrative. I know my IMAP
servers are properly configured, because I can log in and check my
mail with no problem. I just don't have any admin/configuration
options available. This isn't really a big deal, since I shoudn't need
to mess with anything, but it's interesting nonetheless.
