Thanks Michael.  It specifically says:

horde/Horde_Vfs requires package "pecl/ssh2" (version >= 0.12), installed version is 0.11.3

So it seems that it is requiring it to be upgraded.  There is one (horde/Horde_Core) that says "can optionally use package" - so it seems that one is optional.
