Hi Mike.  From a product perspective, horde should assume that where a user
is local (does the email exist in the user db?) that it is authoritative.
If it's not, that can still be changed but from a SME perspective this a
negative issue.  It's almost like you don't believe in your own product.

And I realise that if you make it like that some SME admin will come along
and ask to turn that off for his user base, but that is a simple SQL query.
