[i18n] Access keys and multibyte charsets

Good news!

Multibyte charsets can now use access keys too. We already had some code to
show the access keys in parenthesis because they have to be ascii
characters and this is the only way to highlight them in strings that don't
contain ascii characters.

But unfortunately there was no way to specify access keys in the translated
strings, until now.

This is almost as easy as with all other translations now. If for example
you used to have the following in your po files (take Chinese only as an
example):

#: templates/menu/menu.inc:27
msgid "_Compose"
msgstr "寫郵件"

You can now use the following instead:

#: templates/menu/menu.inc:27
msgid "_Compose"
msgstr "_C寫郵件"

This renders to "寫郵件(C)" in the interface and you can access this link
with "C" as the access key.
