[i18n] .CAT flag

Precisely my point.  By your logic, we should show some kind of  
"commercial" flag for all .com entries, or a "network" flag for all  
.net entries, or an "organizational" flag for all .org entries.   
obviously, for these general domains, that makes no sense.

Regardless, this was not what our flag display system was designed to  
do; rather, it was designed to be an IP/Domain Name -> *country* lookup.
