No... fetchmail grabs mail from POP3 and delivers it to the local
machine; useful when you want to run your own POP3/IMAP server locally.

procmail is an extremely flexible filtering system; you can create a whole
system of rules for how incoming mail is handled (stored to folders,
forwarded to other users, discarded, etc.).
