quota isn't working

Hello,

I have cyrus-1.6.24
imp 2.2-stable

i set 1 MB quota for user guraysunamak

using following commands:

$ cyradm localhost -u cyrus 
passwd:
localhost> sq user.guraysunamak 1000

checked if it is set or not:

localhost> lq user.guraysunamak
STORAGE 161/1000 (16%)


However it didn't stop recieving message after 1 MB.
localhost> lq user.guraysunamak
STORAGE 1119/1000 (111%)

After recieving one more message; it is:
lq user.guraysunamak
STORAGE 1199/1000 (119%)
