[imp] strange cyrillic support

I'm not sure but as far as I know it's not possible to mix charset in a web 
page. So if you have imp displayed in cp1251 charset (or whatever else) you 
can't display koi8-r strings correctly.

Please  correct me anyone if I'm wrong.
