"Apply filters" button in all folders

Hi!

I reported this a while ago.

It would be very handy to have the "Apply Filters" button in all
folders.  Yes, I know, I can add it, but since we're in the RC stage,
I'd like to help get IMP as usable as possible from a "out-of-the-box"
install (ie. without modifications in the code!).

Or is that not a goal of IMP?
