Any chance this is LDAPv3? Then you'd have to set
'encoding' => 'utf8'
in turba/sources.php

This shouldn't be too hard to add. But I'd imagine that's very expensive ...
an LDAP query for every Mail in your box is somewhat extreme ...

No, not why this happens only with some login names. But the error message 
is pretty clear. You're running PHP in safe mode and you didn't allow to 
set the timezone environment variable in safe mode. If you change this the 
error will hopefully go away.
