The welcome to Hord can be changed to microarts in horde/config/registry.php
by substituting
    'name' => _("Horde"),
for
    'name' => _("MicroArts"),

as far as the logo is concerned the answer that I know would be to modify
horde/imp/templates/login.inc in the area where there is a  
printf(_("Welcome to %s") at least it is for me but I use
$conf['auth']['params']['app'] = 'imp'; so YMMV.

You can make it dynamic depending on the $HTTP_HOST, etc.
