[imp] [patch] umlauts/special chars in folder names

Hi,

attached you'll find a patch for the problem with special chars
(e.g. german umlauts) in folder names.

After a whole day of investigation for possible solutions
of http://bugs.php.net/bug.php?id630,
I've come up with a little workaround-patch till the
PHP developers fix the broken imap_utf7_encode/decode functions.

The patch is for Horde 2.1 / IMP 3.1
