[imp] DB Connect error message

I have been running Horde on a mail server for quite a long time.
Everything has been working well until late last week when I began
getting the message:

DB Error: connect failed
[line 108 of /var/www/horde/lib/Prefs/sql.php]


Searching the archives shows that the problem is usually mysql not
running.  However, I verified that it is running properly:

[root horde]# mysql -p
Enter password:
Welcome to the MySQL monitor.  Commands end with ; or \g.
Your MySQL connection id is 4 to server version: 3.23.58

Type 'help;' or '\h' for help. Type '\c' to clear the buffer.

mysql>



Any suggestions as to what to look for?
