[imp] IMP causing an HTTP Error 406 when sending mail

It does the same error with a brand new copy of compose.php (the file
cited in the error message), so it's not a bad copy of it.

By the way, here's the actual text of the message:
406 Not Acceptable
An appropriate representation of the requested resource
/horde/imp/compose.php could not be found on this server.
