[ingo] Controlling available actions

Is it possible to control available actions listed under "do this"  
dropdown menu from configuration files?

For example, I'd like users to be presented only with options to  
deliver/delete/flag messages, but not to send notifications (which  
would be silently ignored anyhow since my backend is not supporting  
it) or redirect (which works on my backend, but I'd like not to  
present that option to Ingo users).
