[kronolith] Kronolith H4 (3.0-BETA1)

This morning, the install/upgrade from alpha went fine except kronolith for
my database upgrade problem:
db_shema is out of date.
trying to update manually via bin/db_migrate kronolith

-- getOption(charset)
   -> 0.0000s
SQLSTATE[23000]: Integrity constraint violation: 1062 Duplicate entry
'▒v▒nements' for key 'rampage_tags_tag_name'

It seems that bug http://bugs.horde.org/ticket/9617 is still present.
