[announce] Turba 1.2.3 (final)

The Horde Team is pleased to announce the final release of the Turba Contact
Manager version 1.2.3.

Turba is the Horde contact management application. It is a production level
address book, and makes heavy use of the Horde framework to provide
integration with IMP and other Horde applications.

Changes in this release:
    - Bug fixes in distribution lists, large field handling in Oracle and some
      other databases, sorting, UTF-8 encoding in LDAP driver, and permission
      checking.
    - Updated Estonian, German, Portuguese, Slovenian, Spanish, and
      Traditional Chinese translations.
