  the file /usr/share/horde/imp/templates/menu/main.inc contains the code 
  "javascript:open_contacts_win('')"  and so the window will not open as expected.

+ The code has been that way for quite some time, and the contacts window works
+ fine for me.  If your contacts window won't open it's likely another problem and
+ we need more information to diagnose it.  Always report the exact version of
