  Try to increase the debug level and enable error reporting in
  horde/config/horde.php and see if there are more messages in horde.log, httpd
  logs, sendmail logs,...

+ All of the browsers showed that JS was enabled, along with cookies

+ As for the logs... There was no entry in the maillog file when I tried on NS 
+ 4.0.6 or 4.79... there was when I sent from the other browsers though.  The 
+ debug level on horde.php was already set to E_ALL, error logging was set to 
+ true, and I set the log level to LOG_DEBUG to see if it would bring up any 
+ more information.  I didn't get any new (useful) information on horde.log, 
+ only info like logouts and such. the maillog, the error_log, and the 
+ access_log files didn't help much either
