  Please close this - it was a prefs issue.  My confusion come from the idea that 
  prefs were somehow optional.  At most a sentence in the 2.3 docs might clarify 
  this, if prefs are optional 2.2.6.  Thanks.

+ Reordering messages isn't remembered beyond a single click. Mowing to next 
+ page forgets the reordering. This information should not be part of 
+ preferences settings. It should be part of current view settings like the 
+ information what range of messages user is currently viewing.

+ Some of us DO NOT want users (about 20'000 of them) to change any preferences 
+ so setting up prefereces is not an option.
