+ This is still a problem with your system.  The downloaded file is not being
+ correctly saved to your temporary directory.  This is most likely a problem with
+ a setting on your system somewhere (check quotas, file permissions, all config
+ items in httpd.conf) or your PHP is buggy.  The 3MB limit must be hardcoded
+ somewhere.  (Try increasing your memory limit also - 32M is not that much).

+ turns out to be a problem with the local system - not Horde/IMP.
