Perms.php library not picking up globals $conf

Getting a Fatal error tellimg me to configure datatree. Configuration
settings are correct. Add additional debug info into Perms.php to accompany
"You must have..." fatal error message in constructor definition of class.
When trying to access anything in the $conf variable set nothing comes up.

I even tried to get it to print $conf['auth']['driver'] and it was blank.
