(today):
1) This would be too specific to one configuration (subject rewrite) type of
one spam detector (SpamAssassin). The filter application Ingo that
integrates with IMP handles filtering and moving messages based on arbitrary
conditions much more flexible.

2) This feature exists already with the "Report as Spam" link.
