PHP upgrade then horde error

We upgraded to the newest version of PHP 
We used the following PHP command:
./configure --with-apxs --with-regex --with-mysql --with-gd --with-zlib
--with-gettext  --with-xml --with-imap-ssl

Then after reboot when accessing horde webmail:

http://webmail.homesinpoconos.com

The following error msg occurs:

Then when logging in with correct username/pass the following message
appears:

We have searched online and have seen other users have similar problems
however we have found no solution.  Perhaps you can advise.  Server is
running Linux 7.2
