This is no bug, how should the webserver handle URLs that point out of the
webroot? Other browsers than IE are probably simply smarter and fix the path
before sending it to the server.

Your solution is no workaround but exactly what needs to be done if you move
Horde or IMP to the webroot, only that you normally do that with an Alias
setting in the server configuration, not with a symlink on the filesystem.
