Analysis: the maintence preferences were present in both, Horde and IMP. As
Horde's preferences are always loaded before IMP's and because we cache
preferences, the Horde preferences took precedence.

Quick solution: lock the preferences in both Horde and IMP.

Correct solution: I moved the preferences completely from IMP to Horde so
that there is only one place to set them for both the users and the
administrator.
