You hit a feauture, not a bug. :-)

We use a class called Text_HTMLConverter to convert the HTML generated by
the WYSIWIG editor to plain text for the text part of the
multipart/alternative message. This converter doesn't simply strip all tags
from the HTML code but instead tries to create a text layout that mimics the
original HTML code. One of these conversion rules tells to convert bold text
to uppercase, but we only catched the <b> tags, no "font-weight: bold"
styles or <strong> tags. This has been fixed in CVS.
