No matter enable or disable "Can tickets in this Queue be assigned to any
client?" in whups/admin/queue edit. Auth-User who already have all
permission in whups application & queue level still could not create ticket
,the error message is:
 There are no clients associated with this queue; until there are, you
cannot create any tickets in this queue.
