Alright, I just created a new installation from scratch and it yielded the
same results.  Basically just did a 'cvs checkout horde framework' and
installed a fresh copy of pear to get the same results.

The strange thing is that the tab pops up for a second, but then page just
reloads.  If I click the tab and then click 'Stop' - it works just fine.
