"file.php?variable=value&variable=value" in css urls.

File must be .php if we don't want to hardcode path of blank.gif. If anyone
could find how to do this not making this file PHP, let know about it on the
list or here. It would make this hack even faster.

File also must be cached because explorer loads it on _every_ image.

Fixed by Chuck in CVS for now.
