I think the fields in the Attachment and Comment tabs are a bit off. You can
upload an attachment in the Comment tab, but you can't add a comment to an
upload in the Attachment tab. I think it should be the opposite. It doesn't
make sense to have a upload field in the Comment tab, but you should be able
to comment on uploads in the Attachment tab.
