This is bogus.  As it is abundantly clear in the documentation, IMP requires
popup windows for PGP to work properly.  We are not going to ask for a
passphrase on the compose screen.

Also, when the popup windows does come up (only once per session, I may
add), the compose window will automatically send the signed message once the
correct passphrase is entered.  You should not have to re-set the encryption
option to "PGP Signed" since it should already be selected.

And finally, as to your suggestion that IMP should prompt for the passphrase
before you hit send - well, IMP isn't psychic.  We only prompt for the
passphrase the first time we need it in a session which will occur only
after a user has hit send.
