I tried installing horde in a path /websvr/horde/web/horde using Apache 2.
Apache virtual host was set to DocumentRoot /websvr/horde/web

The test.php ran fine, but when I attempted to go to the
http://server/horde/ I got an error that the file
http://server/horde/web/horde/login.php could not be loaded.

Changing first horde directory name to portal fixed the problem:
DocumentRoot /websvr/portal/web
