Not sure if this is related, but I'm experiencing the same issue here IF I
select "No" to "Should we allow the users to send attachments as link",
generate the mail configuration, click again on "Setup", and return to the
"Compose" page.  Then, the "Should we allow the users to send attachments as
link" is set to "Select" here.

The problem doesn't occur if I set this option to "Yes".
