I also experianced this problem;IE  looping back to login page.
The problem occured if the client first goes to the horde2 login page and
then
the horde3 login page.
This was occuring because I put a link in the horde2 login screen to the
new
version.
The problem was caused by conflicting session cookies from the two 
versions; both with the same name.
I solved it by changing the session name from the default "Horde" to
"Horde3"
