Most recent FRAMEWORK_3 code, instead of actions.inc being shown above and
below the contacts listing, both copies of actions.inc are shown at
top...and in Firefox  browser the text is not fully aligned along the whole
actions 'menu' (In IE it at least looks properly lined up, but still both
actions.inc are shown at top). 

Reverting back to 1.18.4.1 of actions.inc seems to correct the problem.  If
I have the time, I'll try to dig deeper...
