Here's the last thing my host said today on the matter:

We have not heard from the developers. As was explained earlier, we can not
check with horde developers directly because it is not installed by us, but
by cpanel developers. What we can do is move your account to another server.
If that does not help, we will install a fresh copy of horde in your account
which you can also customize for your own needs.
