If I understand correctly, what the bug owner is saying is that all persons
marked as responsible for a queue receive all bug traffic for that queue
regardless of whether they are bug owner, assignee or whatever.

This can get a little noisy with developers receiving unnecessary traffic.

It would be nice if there was an option to determine whether all responsible
persons received all queue traffic. Should it be a per-person option or
global? Or both?

With pointers, I could probably come up with a patch for this - I've done
little Horde hacking (couple of accepted patches to ingo) but know PHP
fairly well.
